Decorating is full of personal preferences so there is really no hard and fast rules.
To make a small room look bigger use the lighter tints of your desired colour for the walls. Dark, strong colours make a room feel smaller and often darken the room. Cooler colours will visually recede and can help to open up a room and make it appear bigger. Cool colours have a blue or green base to them such as pure white, blue whites, blue purples, blue greens, blue and green.

Paint all the walls and trims the same colour, or if you want, use a slightly darker tint of the same colour on the trim. Keep the ceiling white. Do not have a feature wall in a small room, as it will dominate the whole space.

Add a stronger light to the room. You can get light globes that give off a more blue light that will help again to make the room feel bigger.
